115 children rescued, 205 arrested in FBI operation

As part of a sweeping nationwide effort to combat child sexual exploitation, the FBI arrested a Hayward man during Operation Restore Justice, a five-day initiative targeting predators who victimize children.

Erik Antonio Contreras, 34, was arrested on April 30, 2025, for possession of child sexual abuse materials. Authorities allege that in late 2023, Contreras expressed intent to engage in sexual conduct with a 12-year-old girl. A subsequent search warrant uncovered over 1,000 files of child sexual abuse material on his electronic devices. 

The operation, conducted in coordination with all 55 FBI field offices, resulted in 205 arrests and the rescue of 115 children nationwide. Those arrested included individuals in positions of trust, such as law enforcement officers, military personnel, and teachers, as well as ordinary community members. 

“This operation was about standing up for those who cannot defend themselves,” said FBI Special Agent in Charge Sanjay Virmani. “While we made significant arrests, our fight to protect children is far from over.” 

Acting U.S. Attorney Patrick D. Robbins added, “The exploitation of children is horrific. Whether criminals hide behind screens or in plain sight, we will find them and ensure they face justice.” 

Beyond the recent surge, the FBI and its law enforcement partners made nearly 400 arrests in April alone for crimes against children. The operation highlights the FBI’s Violent Crimes Against Children (VCAC) programme, which works with 89 child exploitation human trafficking task forces nationwide and international partners to track predators.
