Old Harbour officers promoted as DSP Harris moves to new role

The Jamaica Constabulary Force (JCF) has confirmed the reassignment of Deputy Superintendent of Police (DSP) Mark Harris, previously the commanding officer for the Old Harbour subdivision.

According to the latest staff order published on the JCF website, DSP Harris is one of nine senior officers affected by a leadership reshuffle spearheaded by Assistant Commissioner of Police (ACP) Donovan Graham. Formerly in charge of Area 4, ACP Graham will now lead the Border Security Branch in this latest organizational realignment.

As initially reported by Old Harbour News, DSP Harris, a seasoned law enforcement officer with 32 years of service, has been reassigned to lead the St. Andrew Central Division based in Half-Way-Tree, Kingston.

Meanwhile, Senior Superintendent of Police (SSP) Leighton Grey will take over the St. Catherine South Division, which includes Old Harbour, succeeding DSP Michael Campbell. DSP Campbell has been redeployed to oversee the St. Thomas Division.

In line with standard JCF policies, both DSP Harris and DSP Campbell are expected to be promoted, at least by one rank, following their reassignments.

The JCF emphasized that these changes align with the organization’s modernization efforts and commitment to enhancing its responsiveness and efficiency. Commissioner of Police Dr. Kevin Blake highlighted the importance of these adjustments in equipping the force to meet future challenges and strategic goals.

“These leadership changes are designed to strengthen the JCF’s service delivery and ensure we are well-prepared to achieve our 2025 strategic priorities,” the statement read.

Local Promotions in Old Harbour

In addition to the leadership reshuffle, three officers in the Old Harbour subdivision received promotions in recognition of their service. Corporal Lennox Chin, head of the traffic unit, was promoted to sergeant, while Constables Duwan Morris and Asif Cockett were elevated to the rank of corporal.

All three officers have served the Old Harbour community for several years, with Corporal Chin and Constable Morris making significant contributions as traffic officers.

Commenting on their promotions, DSP Harris commended their dedication, stating: “Corporal Chin is a very hard working traffic officer, while Constable Morris is a senior member of the traffic team who is also very hard working and committed.

Of Constable Cockett, he said that the newly minted corporal is a “very rounded and efficient member who works anywhere and with anyone with ease”.

“These promotions are well-deserved and reflect the officers’ dedication to their duties and to serving Jamaica. I congratulate them and wish them continued success as they uphold professionalism and pride in their roles,” DSP Harris added.

Transition in Leadership

Assistant Superintendent of Police (ASP) Romario Rankin has been reassigned from the St. Catherine South headquarters to Old Harbour, where he is expected to succeed DSP Harris.
